Twenty years ago, just 15 months after the Exxon Valdez spill in March 1989, the US passed the Oil Pollution Act 1990. It introduced a phase-out programme for single hull tankers trading in US waters. But more importantly, it made shipowners legally responsible for oil pollution, with potential criminal exposure. An uncomfortable ripple went through the tanker owning community.
